{"id":10095,"date":"2026-08-22T13:20:14","date_gmt":"2026-08-22T08:20:14","guid":{"rendered":"https:\/\/himoya.tj\/?p=10095"},"modified":"2026-08-22T13:33:22","modified_gmt":"2026-08-22T08:33:22","slug":"major-tax-changes-tajikistan-tax-code-amendments","status":"publish","type":"post","link":"https:\/\/himoya.tj\/en\/major-tax-changes-tajikistan-tax-code-amendments\/","title":{"rendered":"Major Tax Changes in Tajikistan: What the New Draft Amendments to the Tax Code Propose"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Tajikistan&#8217;s government has approved a draft law introducing amendments and additions to the country&#8217;s Tax Code. The document was approved by a resolution dated June 26, 2026, and has now been sent to the Majlisi Namoyandagon (Tajikistan&#8217;s parliament) for consideration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means the amendments haven&#8217;t been adopted yet, and in theory could still change during the discussion process, but the scope of the proposed changes is large, and some of them will directly affect both ordinary citizens and entrepreneurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let&#8217;s break down what&#8217;s being proposed and who should pay attention to it already.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What matters most<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Let&#8217;s start with the best news, and this really is a positive change for business: a higher threshold for mandatory VAT registration. Right now the simplified regime works up to 1 million somoni (roughly USD 108,000) in total income over 12 months; under the draft law, the threshold is being raised straight to 3 million somoni (roughly USD 325,000). For many small companies and sole proprietors (operating under a certificate), this means they&#8217;ll be able to stay on the simplified regime for longer without switching to VAT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the rate of the simplified regime itself is changing. Right now it&#8217;s flat, 6% regardless of income volume. The draft proposes making it tiered instead:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>up to 500,000 somoni (roughly USD 54,000) \u2014 the rate stays at 6%<\/li>\n\n\n\n<li>from 500,000 to 2 million somoni (roughly USD 54,000\u2013216,000) \u2014 the rate drops to 4%<\/li>\n\n\n\n<li>from 2 to 3 million somoni (roughly USD 216,000\u2013325,000) \u2014 the rate is 3%<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Another important update<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Under the draft law, an employer will no longer be able to officially set an employee&#8217;s salary below 80% of the average for the industry and region in the previous quarter \u2014 this data will be drawn from official statistics. The exception is for public-sector employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Example: the average salary in construction is currently 3,900 somoni a month (roughly USD 420), which means an employer cannot officially set a salary below 3,120 somoni a month (roughly USD 335).<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In effect, this is a strike against the practice of under-the-table wages, where the employment contract states one amount while the person actually receives a different one in hand. For employees, this mainly means a fairer calculation of future pensions and social benefits, since these depend directly on official income. For employers, the tax burden increases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One provision deserves special attention: income earned abroad. If a Tajikistan resident brings earnings made abroad into the country and declares them in their tax return, under the new rules that income won&#8217;t be taxed in Tajikistan at all, regardless of whether tax was already paid on it abroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Separately, the government is building in the right to introduce additional tax deductions for those who pay cashlessly \u2014 by card or QR code.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new category of activity is being introduced \u2014 e-commerce, with a tax rate of 3% of turnover. This applies to companies that sell online, such as Wildberries, Ozon, Alibaba, Daryo, and others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are other changes too, for those working under a patent or a certificate with special conditions, as well as for foreign service providers. But that&#8217;s for later, so as not to overload this article.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What&#8217;s next<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For now, this is a draft law, not a rule in force.
